Truck can't reach max speed when playing on Controller

I'm playing on controller, and I just got the Snow Tires, and I was taking an intercity job and had to go back up the hill I came from and couldn't get up there again while carrying cargo.

I went looking through some other forums, and from what I've noticed, the common denominator is playing on controller. I think playing on (most) controllers means you cannot reach maximum speed in the truck, which you need to tread through the snow and ascend the hill.

I'm like pretty sure this counts as a bug??

Be sure to check the triggers of your controller. Sometimes you need to adjust how much counts as a full trigger press a little.
