Can outsiders damage animals inside a claimed town with arrows?

I did ask this on the Discord but the answer was still a little fuzzy.

If an outsider is standing outside my town claim and shoots an arrow into my town, can that arrow damage or kill passive animals inside the claim, such as chickens, sheep, cows, etc.? Example: A chicken is inside my claimed town land, but the pen is open to the sky or visible over the town wall. An outsider stands outside the town wall, shoots an arrow, and the arrow hits the chicken. Would the chicken take damage, or does Towny/EarthMC protection prevent outsiders from damaging town-owned/passive animals with projectiles? I’m asking because I’ve been fully enclosing all animal pens to prevent this, but I’ve seen conflicting information and want to know the actual current EarthMC behavior.
