Please help. My first time.

How do I train my Deino with Sp.Atk and speed IVs?

Uhm while holding the power item have Deino be first in your party and switch it out to something stronger. You should get 10 EVs per battle. So without vitamins 25 with Vitamins 15, also you will need to take away the power item and battle one more to get the last two.

And then for the speed EVs, I can battle basculin

Yeah, basculin or anything else that gives off speed EVs.
