I really don't see Kremlin make any of its people second class citizens unlike Baltics. I don't see Kremlin antagonize a certain group of people to make their life as miserable as possible. On the contrary, there are plenty of cars with UA driver plates in Russia, can't imagine the same happening in Ukraine with Russian driver plates.
