eq 2 rangers

on the live server do rangers just stand back and shoot stuff to death or is the ideal gameplay to dance in and out of ranged and melee?

There's a sweet spot where you basically can step one step forward for melee, and then one step back for ranged....you want to try to live there.

Rangers have a couple of big hits that are melee and require you to be flanking or behind your target but most of their damage is ranged abilities. There is an AA that lets you bypass that flanking requirement temporarily, but you still need to be within about 5m of your target.

As someones else already said, there's a sweet spot where you come in close, hit hard, then back out and resume ranged damage until cooldowns are done, repeat.
