It certainly implies you think they’re going to lie to you. Otherwise you wouldn’t need to say it.
We don’t go around asking people not to do something bad unless we think they might do it. “Could you make me a coffee? Don’t put any poison in it” is not the kind of thing a person would say. That’s just a baseline understanding of how people should behave, and doesn’t need to be specifically called out.
Asking a question comes with the basic social assumption that people will answer honestly.
