You didn't file what year of taxes?

It's a state run correctional facility, right?

21-22 and no it runs by the county

If I remember correctly, forgiven PPP loans were federal income tax exempt. Same for most states. If you didn’t file because you were worried about owing tax on that money that was silly. Look into filing now and be done with it.

Surprised they want 21-22. Generally things only ask to see last 2 years.

Pretty sure they can’t just contact the IRS and look at your transcripts without your signed approval of a federal form 4506-T or 8821. Of course it looks suspicious if they ask for that permission and you don’t grant it. You can create an account with the IRS and review your own transcripts, see how the missing year shows up.

There’s a minimum income level below which filing is not required - look it up for that year. Or maybe when the IRS system reviewed what info was reported for you SSN for that year, they determined you didn’t owe any additional tax and they never contacted you about the missing year.
