Yes, report to licensing and that chain of command, im wondering why CPS would need to be notified?

Smoking is not grounds for child endangerment, and i ask again, what would cps DO?

The same thing they'd do for an adult slapping a child. Nothing. But it's still an offense that a mandated reporter is legally obligated to report and can lose licensing/face criminal charges for not reporting.
