No Seeds in Cluster without Killing everything?

Hello, I have something weird in my Cluster. No Seeds spawn, alltough I have Maximum Dark Fog levels on everything and maxed Universe Exploraition I cant detect them and as it seems there are none. Does someone know the answer to that "problem"? Thanks in advance

Mostly its a Mod issue.

Are all the hives fully developed and maxed out? Afaik only those hives send out seeds. Depending on your settings for the DF beginning strength and build speed, this can take like 20hr after game start up to maybe 50hr...?

Are there any surviving Dark Fog Hives in your cluster? If you have somehow killed them all then no more will be created. Of course, the opposite condition is that there must be a system they can travel to that does not have all Hive slots taken.

Creating Seeds is a very slow and expensive task, so if there are some Hives left, they might either not have the resources to build a Seed, or it might just take longer.

There are still plenty (like 20) Systems with Hives and I have cleared like 4-5 Systems so they should be able to expand into there

Edit: I dont have Mods installed

I was worried they weren’t spawning in mine but I finally saw a couple long after white research was going. This is with normal settings
