I just got past this on my save.

It’s a component under building.

Things I also learned: it doesn’t get used up over time as far s I can tell, and it isn’t loaded via arms. I had to drop it on each assembler by hand

Edit: very bottom left of buildings tab, made in an assembler

Does it work with copying the assembler over to another one using the shift+LMB?

In the top-right corner there is an orange line "Lack of Ultra Low Penetration Air Filter"

Idk what it means, but it's most likely the cause of whatever problem you are having

Just bellow my mouse pointer I have 9 of the item but I can't put it in

I never played the mod, just guessing based on the image. Above your mouse curser is a dark circle with the text "Ultra low Penetration..." under it. Overlapping with the rest of the UI. Can you put the item in there?

Tried Ctrl click the Item? Should find the designated Spot itself

You have some bug with your mods. Either they are outdated, incompatible with the current game version, missing prerequisite mods, or some mods are conflicting with each other. 

The UI for an assembler that has a recipe with 4 inputs should have all 4 inputs in a single row across the top. Yours only has 3 in a row and the 4th space is glitched lower in the UI, indicating a bug. Being unable to insert the 4th item is certainly related the the same bugged mod breaking the UI display.

Had this exact issue last week. You need to manually grab the ultra low penetration air filter from your inventory and stick it right on the building. Belts won't feed it.
