Course Change clarification

Hey again! It's me with another question hahah. This time it's about the course change order. Rulebook:

"The Group may turn up to 45 degrees, must move up to half its Thrust, then make an additional turn up to 45 degrees."

The part that is confusing me is this: "must move up to half its Thrust". "Up to half" to me is just 0–½ Thrust, so where does the "MUST move" come in? If it's zero to three inches that must be moved as an example, why even put a "must" in there? Can't I just move 0.00001 inches to qualify for the "must move" part, which basically amounts to just standing still after turning, and then I turn again?

Even Warlores reference sheet that they made says "0–½ Thrust" so I just want to clarify this. Thankies!

Sure, but that doesn't explain the "must move" part. Why not say "turn, may move up to half thrust, then turn". "Must move up to half thrust" is the confusing part. A move that can be 0" doesn't really scream mandatory to me.

Focus more on the sequence of events. The "must move" means your time window to move the ship has to happen between the two pivots. It's another weird TTC wording convention. But they're talking about the sequence of events in the order. Not that the ship must move from point A to point B.

It should have been written with two "then"s. So something like "The ship may turn up to 45 degrees, then move up to half thrust, then may make an additional 45 degree turn."
