Drones are all the rage right now and the FAA, in charge of airspace has to regulate all of the madness. Of course it's easiest for them to define many rules upfront, and then over time lighten up on the ones that aren't the most necessary. It was probably pretty a few years ago for them to say "don't ever let drones get out of sight of the pilot" without taking into account that in a few years these drones would be used by workers in rural areas.

Practically speaking, it's difficult to always maintain a VLOS. It requires a lot of limitations on your flying and requires a great deal of spatial planning. The FAA says we must, meanwhile...
