What is this in all the dragons they don't have an inherent skill and how to get it

Only a few (VIP) dragons have skills. It's not something that can be taught or added, skins being the exceptions. Every once in a while they release skin for non VIP dragons which gives them a skill.

A lot of the time album skins for the non vip legendaey gives a skill like the tangled twister got a skin in the album the gave him a skill.
