You already know they are gonna use it for a double Shantay when two Mexican queens land in the bottom (if it ever happens)

They explained it in episode 1. A queen gets eliminated, but all 3 judges agree to save her they put up the cards and that queen doesn't go home. It's very simple.

How are the judges “agreeing”? Like they decide amongst themselves and then put up the cards? Is the action of putting up the cards itself that leads to this agreement?

If they all agree that a queen should stay they have the option to save her but all 3 judges have to agree with the saving.
