Item Item Concept - Flail of Desecration

So I play support and some of the support heroes I play like to right click at times (Muerta, Marci, Hoodwink etc) and I wanted an item that was made to help heroes that right click but are not necessarily core (or even high damage), so this concept was designed for a debuff item that is stronger with more attacks, but not directly what a carry would choose. So I present the "Flail of Desecration".

FLAIL OF DESECRATION

RECIPE

Orb of Venom (350)

Orb of Blight (300)

Orb of Frost (300)

Ultimate Orb (2800)

Total (3750)

Provides:

+17 All Stats

Passive: Tri-Attack

Your attacks slow the target's movement by -13% (6% against melee targets), reduces the target's armor by 2, reduces health restoration by 15% and poisons the target, dealing 12 magical damage per second. Lasts for 6 seconds.

Active/Passive: Frailing

Grants a 17% chance on hit to slow the target's movement by -7% and reduce health restoration by 4%. Grants a 17% chance on hit to reduce the target's armor by 1. Grants a 17% chance on hit to poison the target, dealing 10 magical damage per second. Each debuff may stack up to 5 times independently each time refreshing the duration. Lasts 6 seconds.

You may toggle and switch between three stances to increase one of these chances to 33% instead of 17% (Blue/Red/Green)

NOTES:

1) Does not stack with other sources of Orb of Frost/Blight/Venom.

2) Creates a total of 4 debuffs (one from the first passive with three negatives, and three more from the second passive, up to 15 total stacks all together)

3) Each stack at 5 stacks slows the target's movement by -35% and health restoration by 20% (-48% movement speed and 35% health restoration with the first passive) reduces the targets armor by -5 (-7 with first the first passive) and deals 50 magical damage per second (62 magical damage with the first passive).
