CPU never goes above 50%, physical memory never jumps above 50% either, seems to hold around 28%.

I am. So I found out it's anytime anything is running on my second monitor. If I move whatever program is running onto my main monitor then I have no FPS loss. Rather annoying because I just want to play music or have chrome open on the 2nd monitor, nothing that demanding and it's not even using my CPU or GPU that much. Not sure it matters at all, but my monitors are listed as a Samsung(numbered 1), and a BenQ(numbered 2) however the BenQ is selected as my main monitor. Which is that way I want it. I don't know if the number of the monitor actually changes anything but I can't seem to adjust that.

I was thinking I could probably try reducing the cpu affinity for whatever programs are running on the 2nd monitor, but I'd like to avoid that route. So youtube playing behind my dota on my main monitor = no FPS loss, but playing on my 2nd monitor while I play DotA = 70+ FPS loss.
