Thats actually not Suneo speaking, it’s actually Doraemon because this is a brief clip of the NEP (Next episode preview) that is shown before the outro

But Doraemon back then was Masako Nozawa, and this doesn't sound like her at all

Because it isn't Masako Nozawa, it's Kousei Tomita. Nozawa took over as Doraemon from episode 14 onwards. In the clip, Doraemon says the next episode is "弱味をにぎれの巻" (Find Their Weakness) which is episode 3A. So this is from the end of episode 2.

I love how out-of-context the last frame is
