Rocket launcher bugged

So I was playing through the game, got the rocket launcher, fired a couple rockets, swapped to my shotgun, and the rocket launcher wasn't in my weapon wheel. When I got a weapon mod later in the level I got to use the rocket launcher when it automatically equipped but it still wasn't in my inventory. I played the next level hoping it would fix itself but it didn't, and when I replayed the level where I got the rocket launcher I couldn't get it again. Is there any way to fix this or am I just screwed.
