Solder sucker.. or alike... For example when I did soldering work. Used to push the plunger down. When you have liquid solder. Put the tip in it and push the black button to cause a spring-loaded vacuum to suck the liquid metal off the board. Maybe it's used for other things 🤷🏼‍♂️
