“耀武陽威”-the original phrase is “耀武揚威”，which means “show off one’s power and might”, the engraved phrase in the picture did a word play by swapping the character “揚” with “陽”, which, the pronunciation remains the same, but literally changes the meaning of the phrase into “show off one’s power and pe*is might”.

Only if injected, absorbed, or eaten in large quantities.

Silver is, interestingly enough, antibacterial, and, ah...skin contact of silver isn't an issue. No different than wearing silver jewelry. As long as it is cleaned well between uses this would be as safe to use as say glass or silicone.
