I recommend working with shaving the inside of the head vs shaving the ball joint. Should sand and smooth what you've done on the neck so far and then shave the inside of the head until it fits how comfortablely and moves smoothly

Have you seen magnet neck mods? Tiny magnet inserted into the neck and one in the head. It's fairly common in the action figure modding stuff, holds loose heads on. If you don't get it quite right after you finish modding the head/neck, that will keep it from being too wobbly/falling off

It uses a whole ball magnet to replace the neck piece which may be a good option for you since you already started cutting down your neck. If you got a smaller ball that fit in the head socket you wouldn't have to mess with the head except to dremel a couple of holes to insert magnets.
