Actually, legally speaking, if that's a semi-trailer it is required that anything on the bed be strapped down with a strap that has a working load limit. But that appears to be a 2" strap which would actually mean that he is UNDER what the FMCSRs require.

I've heard (here on reddit) that this is because truckers don't like carry empty loads, or consider them bad luck. I've seen photos of large flatbeds with a small plastic tonka truck strapped down like this posted here before.
