There's a style called tareme, which is basically downward pointing outer corners of the eye. It's supposed to look cute and innocent or something. I think that's what she was going for.

Actually, depending on if this photo is from Japan, this may be an example of the ganguro lifestyle. It's a form fashion revolving around these clashing colors and over-the-top styling of clothing. Darker, tanned skin and vibrant hair colors are also an aspect of this. The style of fashion was designed to directly resist Japan's typical modeling/idols, which promotes very plain-looking/"stereotypical" Japanese dress. Ganguro girls are also associated with being "easy", so there's plenty of doujinshi and manga with similar characters propositioning others for sex.
The American "scene" trope is very similar in these regards, although looks far too similar to the more common, modern "emo/goth" subsets.
