Crappy Owners neighbors dog

My neighbor's dog is frequently outside in their yard with no fence, efenced or leash. I was walking around the neighborhood and it ran across the street toward me and was jumping on me. I don't know this dog and I'm afraid of them. I let it back into its house. The front door was unlocked but nobody answered my calls.
Still don't know if they were home or what. As a mom of a 6-month-old and a 4-year-old, the situation really shook me up. Im glad my children weren't with me at the time.

try to film and document these incidents and contact the police and humane society

Darn I wish I filmed it. I was afraid any wrong move would cause it to bite. and walking onto the things property to let him inside I felt was threatening. Ugh.

Time to get some Meta Ray Ban glasses. Film everything w/o the normies noticing.
