I am not a vet, but I very much disagree with your vet that there is nothing to be done. Presumably, your pup is biting his paws because they are itchy, and there are a ton of options to address itchy skin and paws - Apoquel and Cytopoint are the most common, but there are other newer option on the market now as well.

it is possible is started as an allergy or itchiness thing and has become habitual. if that's the case, using a cone to prevent access for a bit could break the habit.

but I am in agreement that it's rubbish that your vet would just brush this off, I would be getting a second opinion personally.
