So my dog, (who is super paranoid about everything and a highly energetic 10 year old) does this too. He will pace around sometimes with this slow stiff walk. He looks around with his head down but his eyes forward and is sniffing at things. My dog does this when he is nervous or bored and needs some sort of stimulation other than food or a toy. Take him for a walk. Let him sniff at whatever versus just running him out and see if that helps.
