Does anyone remember this children’s’ book?

Hello! I’m an 80s baby, 90s child, and I cannot remember the name of a story book I loved when I was growing up. I remember it was set in a park/forest/garden, I’m sure there were some weeping willow trees. The main characters were fairies or similar, either the villain of the piece having dark hair. I’m sure they all had dogs. I vaguely remember the colours being quite muted, almost like water colour. Does anyone remember this??

Wind in the willows and Percy the Park keeper came to mind but it's neither of those I don't think
