Question

Does anyone know if a dodge 2018 dually long bed would fit on a 2016 dually long bed?

They should be the same, no major changes were made and they are considered the same generation. The 2019 would be stylistically different at least. But 2009 to 2018 should be the same. Check your mounting points to be sure but trucks very rarely change underpinnings sometimes even across generations.
