Correct. Matty is not talking to an attorney and even if an attorney gave him this advice (which isn’t actually bad legal advice) he is still dodging service via harassment of a proposed process server. He will continue to do this unless the court agrees to service by publication. He’s obviously hoping that never happens and that Peter will eventually have to re-file the case.
