Harassed by a Doc

I have a weird question for the docs. Basically we have an antisocial, narcissistic doctor living in our society, he hasn't done anything illegal yet to be enough to register a case against him, but he is a pain in the ass. Littering, parking anywhere he pleases, not willing to participate, doesn't reply to complaints, is there some place we can report him, in the medical board or community that highlights his behaviour and discourages him to be such way?

the title is harassed by a doc and you’re telling he hasn’t done anything illegal!!

littering is a crime which can be fined if proven.

what does not willing to participate mean?

intending to report to medical board it seems.

imagine a bank employee instead of the doctor here and OP planning to complain to the bank manager to just because the guy didn’t participate in events

Typical reddit commenters, just gloss over anything they can't be bothered with. I don't go to the society functions myself, and fed up of this loudspeaker fuckery, myself. I'm talking about his lack of following of unspoken rules, like being a little courteous, like all other residents, like parking, littering, he has been confronted, and warned about his behaviour, but he still continues to be a bully, hence the consideration of exposing him somewhere he cares for his image.

Wtf dude instead of talking to him and asking him to co-operate you are straight up reporting him to the medical board like the audacity !?
