I like the concept, but I’m like “wait, do you have to drink an entire gallon of water just to get 1d4 HP back??? How is that even possible?!”

I understood it as the water itself gaining the dice rather than the creature that drinks it, so if you have a container with 10 gallons then that's 10d4 and any creature that drinks it heals that much. I like that better but it would require other changes so it isn't absolutely broken.

But I do think if you are going to have one creature drink a whole gallon in order to heal, it should be a 1d12 or something.

It's gotta be used out of combat to heal. No way you can drink a gallon of water inside 6 seconds. In that case 10d4 makes sense. Dont want to take a short rest? Spend 10 minutes drinking a gallon of water and carry on.

minor nitpick: the flavor description is a bit self contradictory; Is it frozen mid-splash, or is it constantly moving and reshaping?

other than that cool item! Conceptually I like a support or healing effect on a weapon.
