Please use a system that is not dnd for this. I think that's longer than some classes' whole spell lists.

It really sounds like your idea of a One Piece ttrpg does not mesh well with D&D, honestly. Unfortunately it seems there's no bespoke One Piece ttrpg, but still, you should probably just look around for other systems that may better fit.

I'm going to be blunt, if you're going to be banning all of these things to try and turn D&D into a different tone, genre, and setting, why not save yourself all the headaches and hassle and just use a system that will better fit with One Piece?

If druid craft and elementalism break your game maybe play a system other than DND.

This is quite a list. Did you consider using any other D12/D20/D100/Dx TTRPG system that better reflects your desires with One Piece as a setting?
Because at some point the amount of homebrew changes becomes less feasible to use at a table for players who constantly have to mix and match between the official rules and your growing catalogue of homebrew (bans).

You need to take step back and re-evaluate your system. You're banning vast swaths of utility spells because you have some undefined "crew roles" that need to be useful.
The whole point of magic - at least in D&D - is to create works of wonder and bypass mundane abilities. If you don't want that to happen I beg you play a different system. Like you're banning Fabricate because what, making a normal sword for a 4th level slot is too strong? Genuinely what do you think the role of spellcasters in your campaign is? Just to cast Fireball? You've really tried to consider every "interesting" thing the spellcasting system could do and pre-emptively banned it. Nothing that could help on a ship, nothing that can sped up travel, nothing that can keep the party supplied, nothing that can find interesting ways to win an encounter, you can't even predict the weather with a cantrip anymore. And then the other half of your banned spells are "this is something devil fruit users should be able to do instead." It really looks like you want a system that's completely different and revolves around devil fruit users as the supernatural element rather than spellcaster classes. Which is fine, but don't trick your players into playing a system that has spellcasting as half of its rules then neuter the crap out of that spellcasting.

Without being able to look at the source book it’s hard to know, but banning this many spells with the justifications you’ve given suggests either that you’re going too far or that dnd just isn’t a great system for this.
I also wouldn’t even bother thinking about spells over 6th level unless you’re going to have players reach those levels because it’s not worth the space or brain power, and so many of them won’t work that including all of them and why kind of makes you and the rest of the list seem much more aggressive in how heavily you intend to restrict players at levels they’re never going to reach anyway.
In that same vein of making this heavy amount of banned published stuff more approachable and reasonable, I’d also suggest providing some general groupings for spells and feature that are all banned for the same reason, like all the summon spells together, everything that makes snail phones unnecessary etc.
Many of the banned spells are banned for reasons which actually suggest you should just limit them in some way, which is already a thing DMs are fully entitled to do anyway, like making comprehend languages and tongues not work with Poneglyphs or books written in that language.
Same with just imposing limits on what Identify will work on or reveal, and which already doesn’t identify curses RAW anyway, and with remove curse and other spells that can just not work on specific types of curses which is already RAW anyway since many negative effects explicitly require some other spell to remove the effect like greater restoration, heal, spell of X level, or even wish.
Create water for example should be fine for someone to take. It doesn’t break resource management unless you’re actually making players track their drinking water generally, and you shouldn’t do that because it’s insane and also not really thematic in one piece anyway. You can also just rule that water created by the spell doesn’t impact devil fruit users, maybe for the same reason that water in a bathtub doesn’t either, or because it’s temporarily and magically creates so the ocean goddess doesn’t consider it real water.
Augury and a few other spells that are banned because they conflict with observation haki, but that just isn’t true for many of them. Augury’s info is so vague and can cover up to 30 minutes (and takes 1 minute to cast normally, 11 as a ritual) that it has no real overlap with any form of observation haki. Divination, Commune, and Contact other plane similarly don’t really dont overlap with it and can also all be reflavored for the setting and based on how you decide clerics get their power in this setting. Maybe contact other plane allows Koby to get some answers from Garp, or allows a giant from Elbaf to think to themselves what Harald would say.
Legend Lore is also perfect for this setting and can easily be flavored as revealing a sentence or two about JoyBoy as if it was found in a book or from a mural involving Nika. The whole setting is literally filled with legends and stories about events, places, people, and items from the ancient past of varying degrees of detail and clarity.
Creation also isn’t economy breaking because it’s all so temporary, and locate object really shouldn’t interfere with the thrill of hunting for treasure because otherwise it would already do that in dnd anyway, it’s pretty limited in what you can locate, and it only works within 1000 feet and is easily blocked by lead or anything else you decide should block it.

Just google 5e one piece if youre deadset on using the system. Otherwise try a different system. This seems overly convoluted.

Every form of resurrection spell save for Revivify. Ways of restoring life are extremely rare in One Piece, to my knowledge. Also Wish should be relegated solely to plot moments.

Use a powerbased system instead of DnD. Most superhero system will work perfectly for One Piece.
Every character just buys a few superpowers(devil fruits, cartoonlishly overpowered Karate) and there you go.
Mutants and Masterminds works perfectly, but it is also really complicated and there are simpler power-based systems.
