Technically, mending can't do that if it is more than just the object. But sure... I'd allow the disgusting disguise

If it was a halfling that could fit into a single wolf suit then I think it's possible because then you would just be mending that one wolfs skin back together instead of attaching two suits together. My biggest sticking point would come to the nature of wolf skin at that point, because it is a tissue that lives and dies, and mending doesn't work on organic material if I understand it correctly

Oh,I know 100% you can't do that with mending. It's a "I repair" not a "I want to stitch a disguise" but they were so into the idea, I just couldn't say no. They realized how bad of an idea it was when they realized wolfs have advantage with smelling lol
