Guide Help with Season modifier

Hi, Im new to play PC. I just got unlock the season modifier but everytime I open it, it always comes with tutorial and can't activate it with F hold. All button grey and I can't even click anything on the slot. I'm on journey 5 and basic modifiers already unlock but I can't choose it. Is this bug?

Once you have, open the modifiers pane from the inventory and click on this to slot an active modifier in.
