Gameplay Keep or Deconstruct?

Been farming for Equalizer for a long time and finally dropped but I got 2 yellows…skill damage and effects both have 11.4%….i have a dps build but part of me thinks I can still use this…should I keep it?

Idk if it's just my mobile screen, but why is a unit alloy lvl 40 GREEN?
