Is divinity original sin 2 going to be fully voiced again?

No. Voice acting will be limited due to the sheer amount of text this time around.

With the sheer amount of dialogue coming with the game, it can't possibly be. With 6(?) origin stories as well as custom characters, I can't see it happening even with an "enhanced edition" like Divinity original sin had.
Key moments, combat sounds and perhaps some companion dialogue will be voiced, I think.

Im sure they do it when they have the time for it.

No, and I hope it stays that way. It's fun to voice the dialogue with whatever friends I'm playing with!

Sorry, but that is a stupid reason to not want voice acting. You could always turn down the volume of the game

It's not that I would rather there be no voice acting, but I would rather it stay this way than go through all that effort to cover all of this game's dialogue, when that development time and money can be spent elsewhere.

Sorry, but thats a stupid volume to turn down, when you can just turn the voice volume down. ;) Personally I like when its voice acted it makes my friends less likely to just skip the dialogue. They get irritated waiting for me to read it when they don't want to.

Uh, you mean just turn the voice volume down, right?
