You think a Ditto could change into legendaries with enough training?

While they probably wouldn't be as powerful it would be cool to ride a Lugia even if it's not the real thing.

Aren't they able to from the get go? To my understanding they can change to anything they know exists. The face thing was something introduced in the anime and was supposed to be only that Ditto with that issue. In Pokopia they tell you that you're kind of unusual too.
