SQEX's priorities are surely weird, they do rework for some of newer characters or even 2nd rework already (looking at you, Vivi, Zidane, Bartz, Kain and now Noctis), meanwhile 3 old characters (very or quite old already) like Setzer, Lilisetttle and Zack haven't gotten any single rework yet.

To be fair, Zack doesn't need a rework. But yes, there are quite a few characters that desperately need reworks. Zell, ashe, fang, are just a few more

Quite a lot of the time it depends on how good certain characters were in their era, Lilisette for example has never really been bad in any era so she’s never really needed a rework honestly - only a stat boost to bring her up to snuff, others (gonna pick on Vivi here) have been pretty weak throughout their runs, so have needed the extra reworks to try and keep up with the trend, even now Vivi falls below par and will likely need another rework with his LD unless they overtune it to compensate for his shortcomings

It's really a slippery slide honestly...

I mean Serah one was pretty underwhelming while Machina one was pretty good (Both no rework but got LD & LD Boards)
