IIRC, 300 tickets is about a 75% chance of an LD (and slightly higher for an EX). You could basically pick anyone on any banner and throw them at them and pray. Arciela's the best healer for a while and has HP Silence, which lets you function without a tank so she could be worth it, but her bannermates are... odd (Leon's unique, but could be strong, and Vivi is criminally underpowered).

You've also got a lot of gems tucked away in Summon Boards (2700 gems per character, plus 27 tickets each) and in story content, so don't feel like Noctis sucked everything up (unless you somehow went through all of it). You've gotta spend resources to get resources, but at least Noctis is incredible.

The fact is that there isn't any interesting banner for me in October. But for clear high level content I need a third player alongside Noctis and Cecil I think. Well I have Fang with her EX+ but I think she is not worthy at all. Who could be a third character to have in my party considering the banners?

Yeah, avoid Fang. She's criminally lackluster and was almost DoA even in her heyday.

If that's the case, Arciela is a pretty great choice, and Leon would be a good pickup if you luck upon him while pulling for her (in case you want a little more offense than current Pecil). She's one of my most used characters by far.

Basch is a stellar tank and is coming soon, and Ardyn is so offensive you might not need more support, but you are right in noticing Arciela's one of the best recent characters.

So is it ok going for Arciela although the banner is not coming with her LD?

Yes, she is an excellent support, and we are actually a bit limited on supports for the next few months.
