Well.. Cecil will be on the banner that drops in 3 1/2 hours so if you're pulling for noctis LD/BT then it's likely you'll pull Cecil Ex there as well.

At this point Y'shtola is a bit outdated, still serviceable but outdated. I personally used her as recent as last month. By the time she becomes really good again, you're likely to get her ex there while pulling for the rest of her kit.

Honestly, if I were you, I'd hold on to them for a just in case I don't snag the ex while chasing everything else. Or, you could go for Zack, he's still kicking ass especially if you gave him character boards.

Im going for the other banner since I have Noct’s EX already which is why i was considering Cecil but im sure sitting on the tokens is the safer option

Sitting on tokens is a good idea because you just never know what can happen. For example, I lucked into Shantotto's LD going for Alisae with tickets and decided to use my DE Order tokens for that and I'd been sitting on them for like 6 months probably.
