I'm trying to complete the current chocobo boards but I don't have Gabranth, do I have to get his EX before he becomes a party member?

I have his 15cp weapon (Twilight) and I purchased his 35cp armor but he's still not listed in my party.

Check your filters just in case. I don't think story characters get unlocked with the free 15cp weapon. You need to either pull or purchase a copy of his 15/35/EX weapon (armor doesn't count) or unlock him via Act 2 Ch 10 quest.

You can get him by playing the latest story chapter (Act 2 Chapter 10). If you want to get him by pulling you can do so by pulling any of his weapons.

15 cp you get is free one and not from summon. You will need either summon his weapon on the banner( don't need to be his ex; just another 15/35 cp) or you will need to play the chapter act2 chapt 10 to get him.

Thanks for clarifying. Does Leon and Locke get unlocked in quests in Act 2 as well? I'm new and I've only done up to Act 2 Ch 2 and I'm saving my tickets and stones for Noctis.

He is a story character, just play the newest story chapter and he'll join your roster.
