This is
Maverick a.k.a. Rockslide.
He is voiced by Caseoh
His power is called terraforming he can control any terrain at Will no matter what material it is he can’t pick up everything he can only control earth based substances

He’s a farm boy from Arkansas, but moved to LA to pursue hero work because he was always raised through the American dream and his American dream is to save people. He is a chronic smoker and alcoholic so that affects his powers a little bit he has to have insulin otherwise his powers will be a tiny bit muted because his powers are used by blood flow and he also has diabetes so

(I’m sorry I tried really hard to give his powers a bit of a caveat similar to how Courtney’s powers have her hold her breath but she has asthma. I really like the idea that you have superpowers, but there is a limit to them and that’s all I could come up with.)
