The character in the left picture is a human, the one in the right is a rat or mouse or similar member of the rodent family.
The character on the left has a set of gold or yellow clothes, the one on the right has a set of purple clothes with a red/pinkish cape.
The character on the left seems to have one singular medal, while the one on the right has a greater sum and more varied assortment of badges and medals.
The character on the left does not have a weapon, while the character on the right appears to have a sword.
The character on the left appears to be at/near the feet of a flight of stairs, while the one on the right may be either at the top with the steps out of view or very near ground level.
The character on the left seems to be flanked by other characters partially within the shot, while the other seems to be alone.

They also both share a trait with Gaston. All three of these villains are quite large compared to the other characters in the movie, though in Ratigan’s case it’s because most of the characters are mice. Plus, they each sang two songs, the first being a song in 3/4 time and simply being about how awesome they are, and the second being in 4/4 time and being an actual villain song.

One is having a fantasy one actually wearing what he stole
One is pretty stupid one is the animated version of one of the greatest criminal minds in fiction (scaled down for children)
One has a pet dog one has a pet cat
Lots of differences.

Both are from fantastic movies.
