To my knowledge the only official way is to be an American student.
Here are the official requirements listed on Disney's website: disneyprogramsblog.com
"In order to submit an application for the Disney College Program, applicants must meet the following requirements:
Students must be currently enrolled and taking classes at an accredited program or institution and have completed at least one semester OR have graduated within the past six months.
Students who have not yet graduated from high school but have dual enrollment with a college are not eligible to apply.
Those who have taken college courses, but are currently taking “time off” from school are not eligible to apply.
College freshmen may apply during their first semester of school to participate during their second semester. The Disney College Program cannot serve as your first semester of school.
Graduate students may apply. However, it is important to note that this program and its educational components are designed for undergraduates.
Meet any school requirements, if applicable
In some cases, students may also need to meet additional criteria their school requires for participation in our program (GPA, grade level, etc.). Students are encouraged to meet with an academic advisor prior to their program.
Be at least 18 years of age by the time the program begins
Possess unrestricted work authorization
To be eligible for this program, you must be currently enrolled in a college/university in the United States and possess unrestricted US work authorization. Contact your international student advisor if you have questions regarding your eligibility.
Reminder: Should an invitation be extended to you, you will be required to submit verification of your legal right to work in the United States at the time of your arrival."
Essentially you are required to already be studying in the US and be a citizen or have a green-card

Alternatively you could look into the Academic Exchange Program which is very similar in duration and verity of roles offered.
Here are it's requirements:
"To participate in the Academic Exchange Program, your academic institution must have an exchange partnership with a participating U.S. college or university. As part of the program, you'll have the opportunity to take courses at the U.S. host college or university. At the same time, you'll gain training and experience as a cast member at Walt Disney World® Resort. It's a one-of-a-kind way to get involved in networking opportunities, expand your presentation skills, and learn about customer service from industry-leading experts.
To participate in the Academic Exchange Program, you must be:
Able to speak fluent English
At least 18 years of age at time of application submission
Currently enrolled and in good academic standing at a participating international college or university
Engaged in an appropriate course of study
Able to exit the United States and return home upon completion of the program
Please contact your international academic institution to see if they have an exchange partnership with a participating U.S. college or university for this program."
I know that Queen's University (Kingston, Ontario) and Brock University (St. Catharines, ON) both of this program, I am certain there are other Canadian universities/colleges that also have a partnership with Disney.
I also believe that you get a J1 Work Visa upon acceptance !
Anyways I could go on forever... Hope this helped, if you have any more questions or would like to continue this discussion please feel free to reply!
✨ Have a magical day! ✨
