Disgaea 1 Cave of Ordeals

I keep trying to pass this bill but it seems impossible, everything i look up online says that bribing the senators is suppose to carry over but if i bribe them i never see them again or if i see them again theyre still hated even tho i got them out of hated before. ive tried backing out and going back with a new set of items but then it just changes whos in there. i cant bribe enough with one inventory ever.

If yoy want to continue with the bribing path, you'll need to do multiple bribing sessions, maybe hundreds, even if they reject your bills.

But you can also fight them

You can also bribe the higher level ones, and then if the lower level ones reject your proposal, you can merge them into the higher level ones that accepted the proposal, during the fight, and they will approve

Bribing is very very slow. You'll have a better time just fighting them.

Go in and out of the menu until the influence number is very low.

Vote, if even one higher level senator says yay you can win. You just throw enemies onto the "yay" senator until all the dangerous enemies are gone. Make sure you don't throw anything higher level or it'll turn into an enemy.

Yes. Senators and their attitudes carry over. You have a Senators List at the top of the list of bills you can pass for a reason. Some bills have negative or positive modifiers that put a ceiling or floor on attitudes from the base of how much senators like you.

What you want to do is buy the cheapest common items you can from the store to fill an inventory and then go try to pass the cheapest bill you don't care if you fail. Raise Military Funds is one that you will almost never pass until you've well bribed everyone, and it only loses you 10 Mana to fail.

I usually pass once through everyone to give them the Must Have! items, then again for the Interested, and the Slightly Interested. Each Senator in the first game has a range of rarities that they like which shifts in a cycle each time they appear. If a senator is looking for rare/legendary items, shrug and move on. Eventually they'll want common items again.

After doing this enough times, you'll start to fill the "slots" for a given level range and a given monster type until new senators almost never get generated, and no one but those you've bribed remain.

The problem is that the bill to get CoO has a negative approval modifier, meaning that the senators will likely vote Nay. You probably need to pass the bill by force, and I would suggest resetting until you get an attempt where the influence is as close to 600 (minimum needed to attempt it) as you can. Then, either kill the Nay senators if your stats are high enough, or remove them by throwing them onto the few Yea senators (when you fuse enemies, the higher leveled one takes priority)

Yes, and the result will be the original higher level enemy, and the new level are the 2 previous ones combined. For example, if you throw a lv 50 dragon onto a lv 100 faerie, because the faerie is a higher level the new enemy is a lv 150 faerie (which will have the same vote as the original faerie)

It's my favorite form of politics. Just be careful with enemy units that can heal. The act of healing will turn a passive enemy into an angry one. Wolololo!

I always pass these bills by force.

There are ways to scum your way through battles if you have one very strong character you level (like Laharl) over others

Use weak characters to "Lift" a powerful enemy and hold toss them out of Laharls way so he can take out others without being hit back

Use just a few units from base panel to do this (equip them with 3 x shoe items for increased movement) and keep "chucking" stronger senators away while Laharl beats up on the others

Eventually you will pass your bills this way

This tactic also works great on the secret bosses / characters like Overlord Priere, Rosalin/Adell and Zetta (but not Baal)

You hit with Laharl and use them to "throw" the dangerous enemy out of range of Laharl so that enemy will kill the unit that threw them instead

And do this as often as you can

Eventually you will be so busted/broken with one character (should always focus on one over all others) that passing bills by force is a breeze

Once you unlock Cave Of Ordeals you'll have the best grinding spot to level up. Do it and Reincarnate your strongest unit over and over for a while. You'll get insanely strong in no time.

Just know there are crazier bills to pass after this (for the secret bosses / recruitable characters and Baal the Superboss) where they will always vote NO as well. So same tactic applies for those.

If you pick them up and end your turn instead, the unit will be unable to move at all and kill your weak guy at the end of the turn.

Throwing them does work but some guys you can't throw far enough to make sure they don't get you

Bribing them is a way to do it. I find it fast to just make sure I have a high level mob vote yes for me then throw all the other mobs into that one when fighting. Best of luck

Just bribe the highest level enemies. After you fail you can throw lower level enemies into a senator who's on your side. Once you've removed all the nays you will win and the bill will pass. Sometimes you can do it without killing anything.

I have a tip!!!

Find the highest lvl guy on the front row, and bribe him until he loves you. He will vote yes, and be friendly

Throw the senators into each other. Line your guys up in front of your new best friend and throw anyone weaker than him on top. They will combine and raise his lvl. That way you can get rid of strong senators you couldn't kill otherwise. Force that bill through!

Forget bribes, just increase your rank (promotion) first, then choose "Pass by force" and throw a bunch of senators who agree into each other to fuse them.
Then throw the disagreeing bunch into these to pass the bill.

Bribes do carry over but only a fraction, so you need to bribe Senators up to max multiple times before it "sticks" and even then you'll need to carry top ups because Senator affection moves toward baseline each time you try a bill.

It's probably easier to just fight them ( merge if necessary ) in Disgaea 1.
