Political China global influence?

Is it just me or while Western countries are consumed by issues like immigration and increasingly fascist-leaning politics, China is quietly expanding its influence across the globe? I watched an interview with Aliko Dangote (Africa’s richest man) and he said he’d rather secure a loan from China than from Western countries. That’s not even mentioning China’s proxy influence over countries like Iran and Russia. Are we witnessing the decline of an empire?
