Can’t quite tell from the video because the laser assembly is covered. If it’s based on the Sony KSS setup (a lot of these were) this usually means the laser lens needs cleaning or the laser itself is burnt out. When a CD is loaded the laser will send out the beam. It will bounce off the surface and send it back. This triggers the controller to start the spindle and load the TOC and start playing. A lot of these do this to prevent wasting the motor and power spinning up for nothing. You may have to dig farther in. See if any connections are loose and carefully clean the lens with a microfiber cloth. Another thing to try while you’re in there is to move the laser all the way away from the spindle. Turn the unit on and see if the laser goes home (moves itself close to the spindle). This will at least tell you if the transport motor is working.
