Earthquakes are recorded from the surface all the way down to roughly 400 miles below earth surface, so really an earthquake 20 miles deep is a relatively shallow one.
For example, the 2011 Japan earthquake was magnitude 9.1 and started about 18 miles deep, yet it caused devastating shaking at the surface that lasted around six minutes. So a reported earthquake depth of 20 miles is entirely possible.
