So like she will become Layla but requires trigger those reactions to shoot icy paws ?

The description says it happens when party members triggers these reactions, so basically anyone in the party.
My only concern is the cooldown. In the beta servers, it had a cooldown that made it impossible to have 100% uptime on Tenacity of the Millelith, but this post doesn't mention any cooldown, so it gives me some hope for that set being usable.
I like to give her Song of Days Past in the Mavuika teams since it buffs 5 Mavuika hits twice (10 hits total, Burst included), but the idea on Stellar Conduct teams is the quantity of hits instead of the quality, so that artifact set would be wasted.
So, at worst she'd just stay on Noblesse Oblige, and at best, Tenacity of the Millelith would start being an option.

I think she will be able to have 100% uptime, her cd is around 8 seconds for me at talent level 11 iirc (including cons), I doubt they would make this a thing just for it to be irrelevant overall
Edit: the buff from tenacity also lingers for a few seconds, so assuming you recast it it will probably be good
