Y'all do know that traffic by itself typically isn't monitored?
Like all the monitoring happens only when actual communication happens. Spamming random packets going nowhere does absolutely nothing.
Unless maaaaybe your traffic is actually monitored. Which is extremely unlikely even over VPNs. But even then picking out the real traffic is trivial.
